One of the changes that will take place in South Africa in 2025 is the review and raising of the national minimum wage for the least-paid labor. The government has stated that the revision of the minimum wage is the reflection of the necessity for the wage earners’ purchasing power to be maintained and that they be supported with inflation and the gradual increase in living costs. The increase in the minimum salary gives the workers a chance to cover their daily needs like food, transport, housing, and utilities more easily.
Effective Date and New Hourly Rate
The new hourly rate will apply from March 1, 2025, and it is R28.79, up from R27.58. The new rate is an approximate 4.4% increase over the old rate. The change is intended to make stronger the protection of workers’ rights and at the same time, to make employers treat wages fairly. This new minimum wage applies generally to all employees in all industries and thus, establishes a standard of minimum income across the entire country.
Coverage and Exceptions
Generally, the minimum wage applies to all workers; however, there are exceptions. Typical examples of exceptions include workers in the Expanded Public Works Programme (EPWP), who earn a minimum wage of R15.83 per hour because their jobs are temporary and governmental in nature. Moreover, interns or certain collective bargaining agreements might have different wage scales. Employers must be very careful regarding the law as non-compliance could lead to legal consequences.
Importance of Compliance for Employers
With the new wage in effect, the payroll systems and the salary structures of the employers should be updated accordingly. Employers who do not comply with this new wage law face legal penalties such as fines and reclamation by labour inspectors. Besides, employers must also take care of sectoral determinations and labour laws to ensure that the government’s minimum hourly rate is received by all employees, at least, in that sector.

The 2025 minimum wage increase is a very significant amount to be added to the monthly salaries of the workers and without any extra hours being worked. Thus, both employers and employees will have to pay close attention to the official announcements to be well informed about possible changes in 2026 and beyond.
